2. Supplier qualifications
(1) Comply with the requirements of Article 22 of the 'People's Republic of China Government Procurement Law':
1. Ability to independently assume civil liability;
2. Has a good business reputation and a sound financial accounting system;
3. Have the equipment and professional skills necessary to fulfill the contract;
4. Have a good record of paying taxes and social security funds according to law;
5. Within three years before participating in government procurement activities, there were no major violations in business activities;
6. Other conditions stipulated by laws and administrative regulations.
(2) The person in charge of the unit shall be the same person or different suppliers with direct holding or management relationship, and shall not participate in the procurement activities of the same package at the same time. If the production sites of production enterprises are at the same address and the shareholders of the sales enterprises are related, they shall be regarded as having direct holding and management relationships. 3. Requirements for receiving inquiry documents
Before receiving the inquiry documents, the supplier must submit the following materials for qualification review:
